Open GIMP menus interrupt other fullscreen apps when switching to them

Is the bug reproducible? Yes
Reproduction steps:
- open an app. for example Firefox.
- open Gimp and then open a menu dialogue (for example: image, Transform)
- do not close menu dialog and switch from gimp to for example firefox.
you will see even when Firefox window is open as maximized, gimp menu will not disappear. in other words, gimp menu dialogue remain on screen on top of Firefox (or any other app) ant it remains active too. screen shots are attached.

Expected result: i expect when i switch from gimp to other applications, the other app become forward on screen and do not see opened gimp menu on top of that
Actual result: in my system, when i open a menu in gimp and then switch to another app without closing gimp menu, the menu remain forward and does not disappear.
