Discrepancy between operation and documentation for `Image > Crop to content`

Description of the bug

Is the bug reproducible? Yes
Reproduction steps:
- Create an image with several layers where content is surrounded by transparency. Using the text tool is good for this:
- Select one of the layers, and use
Image > Crop to content
.
Expected result:
In the doc section 6.22.2 there is a big warning that says: ** Note carefully that this command only uses the active layer of the image to find borders. Other layers are cropped according to the same limits as limits in the active layer. ** An example image confirms this:
So one would expect to see most letters cut off, and a single letter (the selected layer when the function is used) remaining in its entirety
Actual result:
The image is cropped to the smallest rectangle that contains all the letters, and no letter is cut off:
Additional information
I don't know if this is a doc issue or a program issue. The current behavior is nicer that what the doc says, so I would suggest to fix the doc.
