How to bypass localized content in CLA messages?

Description of the bug
Cannot reliably get the details described at https://www.gimp.org/bugs/report.html via the default version/verbose approach. It gets confused and displays localized info when that's not what i'm looking for.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- (be geolocated in a non-English country, i suppose)
- open CMD and navigate to C:\PROGRA~1\GIMP 2-10\bin (or wherever the install location is)
- run "gimp-2.10.exe --version --verbose"
…
Expected result: First line should be "GIMP version 2.10.24" and all the other info should be in English, since that's what my system language is set to (and GIMP is set to use my "System Language" in Edit - Preferences - Interface). Including the window title and the "press any key" message at the end.
Actual result: First line is "GIMP versiunea 2.10.24", i guess because i'm physically located in Romania. Also, the diacritics look pretty messed up: "Apăsați orice tastă pentru a închide această fereastră"

Also, what's up with not using the current console window?! I had to redirect the output to a text file in order to be able to copy anything out of it... -.- (I'm used to Ctrl+A to select all the available text, but that is apparently seen as an "any key" and closes the frame.)
