Crash on select layer with arrow keys
Environment/Versions
- GIMP version: 2.10.8
- Package: apt-get install gimp
- Operating System: Debian 11 Buster in a docker container running with x11docker
I have no option to reproduce it in any other setup at the moment, if you can't reproduce on a normal environment, feel free to close it.
Description of the bug
When selecting layers using arrow keys, hitting the "down" key when on the last item. I assume it tries to select the next but there is none, so something like null pointer access or wrong memory access.
output:

This probably reflects a bug in the program.

Is the bug reproducible?
Reproduction steps:
- create a file with multiple layers
- navigate layers with arrow keys
- on the last one and press down again
Expected result: nothing should happen
Actual result: gimp crashes
