Text location incorrect when exporting

Environment/Versions

• GIMP version: 2.10.24 (rev 3)
• Package: Installer from gimp.org
• Operating System: Windows

Description of the bug

When exporting, text layers are not set in same location, relative to the rest of the image layers. Verrified issue in PDF when opened in Edge, Adobe Reader, and Inkscape. Possible issue is more frequent when there are hidden layers.

Reproduction steps:

1. Use text mixed with shapes and images in separate layers
2. export as pdf while embedding fonts and using vector graphics where available
3. end PDF does not look like
