[View --> Show Menubar] option not available unless a project file is open.

Description of the feature
Image below shows the View Menu when GIMP is open without any active open project files.
The option to hide/show the Menu Bar in GIMP is not accessible unless a project is open. The option is only available if a project file is open and if all project files are closed, the option automatically get set to Show again, with no way to turn it off unless you open another project file.
I'm not sure if there are any good arguments to why this is, instead of just allowing the option to be toggled at all times.
Use cases
If someone never wants to use the top Menu Bar, and perhaps Ever Only interacts with the menu by right clicking the workspace, having the bar re-appear each time they start GIMP or close a project may become annoying.
Its also slightly weird not being able to turn it off until you have a project file open.
Same argument for other View options?
There could also be a discussion about the other options in the View menu and why users aren't able to for example decide to show or hide selections Before they open a project. Options such as Snap to Grid, Show Canvas Boundaries or Show Guides should arguably be able to be toggled without having a project file open as well since they more relate to the Work Flow of the user rather than any specific project file.
In either case, from a Usability point of view I dont see any real reason to disallow the user to toggle those options just because they dont have a project file open.
