The Shift+[ and ] keys for Tool size increase/decrease by 10 don't work for a lot of keyboard layouts

keys should increase/decrease the currently selected Tool's size by 10. This can be seen when opening the Keyboard Shortcut configuration dialog.
For me, both in 2.10.24 and current master these key combinations don't work on Windows 10, 64 bits. Jehan also reported it not working for him on Linux.
We believe this depends on the keyboard layout. Most layouts will report { and } when using the Shift key in combination with [ and ].
For this reason we should probably change the default key combination assigned for increasing/decreasing tool size by 10. We could change it to use { and }.
According to Jehan on IRC this can be changed in one of our config files:
it will be the default config file for shortcut somewhere in the repo.
