Colour picker gives unexpected/incorrect results with Windows Display Scaling enabled

Description of the bug
When using the colour picker tool found in the "Change foreground/background colour" window, the resulting colour is incorrect if Windows' display scaling feature is enabled (for instance, 4K scaled to 200%).
The bug is also present on GIMP 2.10.24 if you configure Windows to override GIMP's High DPI settings.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Set display resolution to 4K
- Set display scaling to 200%
- (ONLY ON 2.10.24!) Set Windows to system override High DPI scaling for GIMP in the program's 'Compatibility' tab
- Open a GIMP project
- Open the "Change foreground/background colour" window
- Click on the colour picker/eyedropper tool in the window
- Click on an area of the project
Expected result: The foreground/background colour is set to the colour of the selected area
Actual result: The foreground/background colour is set to a colour that is not indicative of the selected area
