The eyedropper selected value is incorrect

Description of the bug
When trying to use the eyedropper tool from the color selection modal and selecting the desired pixel on screen, the color returned is not the real one and differs a little. The real color value was retreived with another software so I could compare the two.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Open the sample file below in GIMP
- Click on the color selection
- Use the eyedropper to select the background (or the circle center) value
- Notice the Hex value retrieved is 7b83ff
- Start drawing on the background (with the pencil tool for example) and notice the color drawn is not the same as the background color you just eyedropped.
- Compare it to the Hex value from an external eyedropper and notice the difference : GIMP hex value 7b83ff, external tool hex value 8080FF. See second attached image.
Expected result:
Both colors should be the same : 8080FF
Actual result:
The GIMP eyedropper color is wrong : 7b83ff but should be 8080FF.
