Mask to Selection isn't selecting the right place

Description of the bug
I wanted to draw the selection of mask but the marching ant appeared far beyond where the actual mask exist.

Reproduction steps:
- Right Click on the layer.
- Select
Mask to Selection
…
Expected result: Should have created the selection around the picture
Actual result: Selection created far beyond the image.
