Fill pattern is restricted to image size on macOS

GIMP version: 2.10.14

Operating System: macOS

Package: Downloaded DMG

Description of the bug

Always

Reproduction steps:

  1. Create a new image
  2. Create a new layer
  3. Use the Set Layer Boundary Size dialog box to resize the layer so it is twice as large as the image and center the image in that layer.
  4. Select the Bucket Fill tool
  5. Set the Fill Type to Pattern Fill
  6. Select a pattern
  7. Fill the layer with the Bucket Fill tool

…

Expected result: The entire layer should be filled with the pattern

Actual result: Only the center portion of the layer that encompasses the image will be filled.

Additional information

This problem appears to only happen on macOS. The expected behavior happens on Linux, and from watching an Internet video, also happens for Windows.
