Error Message about .settings every time I use color, tool or filter function

Description of the bug
When I try to enhance a photo (adding filters, color changes, brightening) when it would normally update the temp file for the image, I am getting the error message below:
Error writing 'C:\Users\Karin\AppData\Roaming\GIMP\2.10\filters\GimpBrightnessContrastConfig.settings': Error renaming temporary file: File exists

Yes, it happens every time I am trying to use a filter, tool or color
Reproduction steps:
- Open an image
- Choose a filter
- After you make the changes, press "ok" and it will come up

Expected result: that the temp file will update with the enhanced filter, etc
Actual result:I get an error message
Additional information - I have already uninstalled and reinstalled the program and still get the error message
