Hidden rulers in GIMP 2.99 still take the same place

Description of the bug
Aryeom has noted that hiding the rulers in master
GIMP is totally useless as the place taken by the widget is still there, simply empty. This is of course a bit ridiculous as one of the main reason to hide the rulers is to gain some place for the image.
It looks like we might have put the display shell inside an additonal container in the dev version, or something (to be figured out!).
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Hide the rulers by unchecking
View > Show Rulers
. - Look at the empty, possibly zoom in the image to verify that the image cannot use this space.
Expected result: the displayed work image should be able to use the empty space left when hiding the rulers.
Actual result: the space where the rulers were shown still exist, simply empty now, but not available for any other widget, and in particular not available to show more of the image.
