Contextual Dialog is invisible without scrolling

Description of the bug
When trying to add a text layer, if you go to the top or side of the canvas, the contextual dialog box that pops-up is invisible. You need to scroll to see it. The expected behavior is that the dialog box shows up in the visible area. either below or above the new text layer. This happens when image zoom is set to fill the visible display area, or zoom to more than visible area.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Open Gimp with any new image.
- Set the zoom property to fill the display area. (50%, 100% or any large)
- Create a text layer on top of image
- Text Dialog Box is invisible. Scroll up to see it.

Expected result: If creating a text layer at top of image, the dialog box should come below it, visible without scrolling.
Actual result: Dialog box is hidden
