heal selection plugin not working with ubuntu repo 2.10.18 but with flatpack 2.10.20

the attached plugin is working fine in the flatpack version but not with the ubuntu repo version

while it is registered correctly on execution it crashes

####################################################

Plug-in crashed: "plugin-heal-selection.py" (/home/hm/.config/GIMP/2.10/plug-ins/plugin-heal-selection.py)

The dying plug-in may have messed up GIMP's internal state. You may want to save your images and restart GIMP to be on the safe side.

I hope somebody can tell the reason, here the compiler config options used

gimp -v GNU Image Manipulation Program version 2.10.18 git-describe: GIMP_2_10_16-38-gde7f0456 Build: unknown rev 0 for linux
