System Theme makes Preferences dialog too tall for 768p in GNOME

Description of the bug
I am using a 1366*768 monitor with VGA connection. Every application looks fine at that size. GIMP is running smoothly. But when I change Theme from gimp preference, the preference became a issue. I am perfectly able to change and cycle through dark, gray, and light themes. But when I select System theme, The preference window's height became longer then my screen height. My mouse unable to reach Help, Reset, Cancel, Ok buttons on Preference window. I think this is a bug so I report here.

Is the bug reproducible? Yes, Always.
Reproduction steps:
- Go to Edit > Preference.
- Under Interface, select theme.
- Then just select system theme.

Expected result: A perfectly sized window, with help, reset, cancel and ok button.
Actual result: Larger window then monitor size. Unable to reach help, reset, cancel and ok button via mouse/other input device.

No crash warning.
