Layer -> Merge Down is merging two visbile layers, but also dragging the combined/merged layer to the bottom of the layer stack

Description of the bug
Layer -> Merge Down is merging two visbile layers, but also dragging the combined/merged layer to the bottom of the layer stack
This normally does not happen, but in one image I am working with now, this issue that I never experienced, has become a first experience of the bug. I was able to remove a bunch of layers in the image I am working on to just a few to demonstrate it.

Reproduction steps:
- To reproduce, download https://nullvoid.org/GIMP_v2.10.18_bug.xcf that I prepared, and try to merge L3 onto L2, and notice that L2 then is moved to below L1 to appear at the bottom of the layer stack.

Expected result: Layers merged together but keep position in layer stack
Actual result: Layers merged together and also moved to bottom of layer stack
