Display scaling for large monitors

Reproduction

Reproduction steps:
- Windows 10 'Settings'>'Display'>'Scale and Layout'>'Change the size of text, apps, and other items'
- Set to 225%
- Apply

Expected result: All buttons within GIMP scale to size
Actual result: All buttons in the upper left (magnifier, crop, free select, etc) are still super tiny and did not scale with the rest of the program. It is nearly impossible to see those buttons now. Also, the thumbnail of any open images are still massively small. I use a 65" 4k TV as my monitor, and i sit around 6 feet away from it.
