Symmetry origin is wrong when painting on offset drawable

Description of the bug
Sorry for broken English.
When using symmetry painting, in some case, the symmetry axis that is displayed on screen as green dotted line is different from the symmetry axis that is used.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- create new image
- open symmetry drawing dialog
- check Vertical Symmetry (or Horizontal Symmetry)
- add New Layer to Image
- move added layer (for example, +100px for vertical and +100px for horizontal)
- draw to added layer
Expected result: Drawn line is symmetric to displayed symmetric axis (green dotted line)
Actual result: Drawn line is NOT symmetric to displayed symmetric axis (green dotted line)
Additional information
It seems that the symmetric axis is relative to the layer, NOT relative to the image.
It seems bug for me, or is that really a specification? If that is a specification, it is inconvenient in case layer offset is different from image offset.
