Excessive size of the first image window that is opened in multi window mode

Description
The first image window that is opened by GIMP in multi-window mode has a larger size than the image area (e.g. there is some empty window space around the image), if the image is relatively small. The next windows that are opened have the size of the image (or at least are much closer to it).
This problem occurs when opening an image from a "clean" GIMP, i.e. GIMP that was either just started or that has been used, but all image windows were closed and only the "empty" window stays open. It is particularly noticeable with small images (e.g. 200x100 pixels), where the first window has a lot of free space both above and below and on the sides of the image; with such small images the subsequent windows that are opened also have some extra space on the sides, but not above and below. With somewhat larger images (e.g. 850x515 pixels is an example I tried) there is extra space just on the sides of the first opened image, whereas the windows that are subsequently opened (without closing the first one) fit the image perfectly. With images over a certain size (e.g. 1920x1200 is an example I tried) there is no more empty space in the first window.
The problem occurs independently of:

whether I open the images one by one, or by selecting multiple images simultaneously and clicking Open - in both cases only the first window that is opened has a larger size than necessary.

whether the "Resize window on zoom" and "Resize window on image size change" options in Edit - Preferences - Image Windows are checked or unchecked.
