Once a language has been set it seems to be impossible to choose another

Description of the bug
I have had an older version installed (2.10.12) in DUTCH. Unfortunately I need tutorials and they are in English so I want to change the language. Downloaded the latest version (2.10.14) and installed chosing ENGLISH as language. Unfortunately: still in Dutch. Removed the installation completely. Reinstalled 2.10.14 and again chose ENGLISH. Still DUTCH. Probably some Registery entry that is not updated/removed during removal/setup.
Reproduction
Is the bug reproducible? Always (probably: tested twice.)
Reproduction steps:
- Install chosing language A
- Reinstall chosing language B
- Remove program
- Install chosing language C
Check the language in the program... ;-)

Expected result: change of language in the toolbars
Actual result: still Dutch in the toolbars.
(Will remove once again, dig into the Register and see if some shizzle is left)
