2.10.12 x64 for Win: Fails list dir contents, when some file is not accesible for preview.

Description of the bug
"Open image" dialog (file->open) fails completely to list contents of a directory(aka "folder"), when any file is locked for access.
Reproduction
In my case I have images stored along with MS Publisher pub files. When (just) one of these files is open in Publisher for edit, gimp fails to list the directory, including all the sub-directories. Pub is not one of GIMP formats. However it throws a message:
"Could not read the contents of
Error when getting information for file “<work_dir><filename>.pub”: Input/output error
It makes browsing for images, and opening them impossible with "open file" dialog.
Reproduction steps:
- save a document, like .PUB along with images in a directory
- open that document for exclusive R/W in supporting software (Publisher in my case)
- start GIMP and try entering(listing) the directory
Expected result: All the files and sub-directories should be listed, regardless of contents and state of access.
Actual result: Nothing is listed, like the directory is empty (when it is not) A message is thrown, that GIMp could not read a file, which it was not supposed to read at all.
