Opening a PSD file with duplicate layer names renames the layers

Description of the bug
When opening a psd file that contains duplicate layer names, GIMP will rename the layers by appending a number to them.

Reproduction steps:
- Use Photoshop to create a PSD file that has multiple layers with the same name
- Open the file in GIMP
- Export the file
…
Expected result:
The layers keep their name
Actual result:
The layers are renamed with an incrementing # at the end
Additional information
It seems that GIMP doesn't support layers with the same name, even if they're in different folders, so it's renaming them when opening the file. Our current workflow relies on the layer names being correct, and this prevents us from using GIMP for editing. Ideally I would be able to open and then export the file without mangling the layer names.
