"GIMP has stopped working" when saving on Managed Desktop Windows Workstation

Description of the bug
I am running GIMP from a managed desktop. Every time I try to save any files (or save as, or export as) - 2 error messages come up, always in this order:
- "GNU Image Manipulation Program has stopped working. Windows is checking for a solution to the problem..." After a momentary pause of about 2 seconds, a second error message comes up.
- "GNU Image Manipulation Program has stopped working. A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available"
I looked into GNOME and found potential solution at #2823 (closed) which states: "This issue is solved opening gimp with admin privileges once so it can create several folders or files that need to run and can not be created running gimp as "normal user". Once executed a time with admin privileges the issue gets resolved."
So I called my IT department to proxy into my managed desktop and to run GIMP as administrator. The IT department was able to save, save as, export into folders without problems. But even after this, when I run GIMP, the crash still happens.

Is the bug reproducible? Always
Reproduction steps:
- Run GIMP without administrator privileges - crashes every time when saving file (when opening file directory)
- Run GIMP as administrator - able to save/open file directory every time
- Administrator signs off, I run GIMP - crashes again when saving file
So, does this mean that it's not possible to run GIMP within a managed workstation environment?
