Gimp 2.10 is not launching in windows 7 ultimate 32 bit

Issue Description:
Installation works correct, but starting stops after about 10seconds. The same problem with a PORTABLE installation At startup, the start screen appears for about 10 seconds, then it simply stops, without error message. When I watch it in the taskmanager I see the gimp.exe for the same time. I tried it x times, installed and started it as administrator, tried it in safe mode, then reduced my fonts (read somewhere, that's often a problem), uninstalled it several times (with Revo) and reinstalled it. Nothing helps at all. The start is like this: the screen appears with the message "it is searched for work data", then there are brushes and palettes and it ends with modules ....
In addition I tried to start the console with various command line parameters, e.g. without fonts etc.. None of it worked.
With the parameter -v it shows a message, which I post below. Question, can you tell if this is really the 32bit version? Or can you somehow force the 32bit version to start?
