Alternating between pen and mouse whilst using SHARE TOOL settings as per EDIT > PREFERENCES > INPUT DEVICES

Description of the bug
When sharing tool and tool options between input devices, on balance this works well, but there is annoying issue whereby moving from PEN back to MOUSE does not release the pointer and offer control back to the mouse again.
It works very well from MOUSE to PEN, whereby control is given over to the PEN and tool settings are retained, but from PEN to MOUSE it does not work optimally. The user is required to either:
A: Move the PEN cursor off the work area first, in which case PEN to MOUSE works as expected. B: Re-select the current tool with the MOUSE (following PEN to MOUSE handover, but without removing cursor from work area), and control is regained on the MOUSE.

Always.
Reproduction steps:
- Ensure PEN and MOUSE are configured as input devices and set to SCREEN for all.
- Ensure that EDIT > PREFERENCES > INPUT DEVICES is set (checked) to "share tool and tool options between input devices".
- Start drawing something on either input device (MOUSE or PEN).
- Alternate between devices, and unexpected behaviour is experienced on the MOUSE back to PEN cycle (as described above).

Expected result: MOUSE and PEN tool sharing should alternate seamlessly both ways, enabling the user to draw / create fluidly with either input device, and avoiding the unnecessary step of reselecting tool in PEN to MOUSE cycle.
