Can't draw since upgrading to Ubuntu 18.10

Description of the bug
While most of the tools work as expected (e.g. for making selections, filling in colors, adding text, applying filters), none of the drawing tools has any effect on the canvas (incl. pencil, paintbrush, eraser). That issue exists regardless of whether a touch pad, mouse or drawing tablet is used.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Open GIMP and create a new file
- Select "Pencil tool" from toolbox
- Click somewhere on the canvas (point A)
- SHIFT-click somewhere else on the canvas (point B)
- SHIFT-click again somewhere else on the canvas (point C)
Expected result: Line guides are shown and originate at point A for step 4 and at point B for step 5. A line is drawn from point A to point B and from point B to C.
Actual result: Line guides are shown and originate at point A for step 4 and at point B for step 5. No visual changes.
Additional information
No message were shown that I'm aware of. This issue first occurred after upgrading from Ubuntu 18.04 to Ubuntu 18.10. Before that, I used to have GIMP 2.10 (flatpak) and the previous GIMP version (apt-get) installed side-by-side.
Note that I'm also unable to scroll and use CTRL+scroll to zoom.
