Resizing before export

Description of the feature
With an export workflow sometimes a user may want to modify the image in some way as a final step for export that isn't necessarily an operation they would want performed against the working image.
One example of this might be export options such as resizing or sharpening for a specific export size format. It might be handy to have these options available as part of the export dialog.
An example workflow might be working on an image that you want to export for use on a website or social account, where the size needs to be reduced. This is something you'd want to happen as a part of the export workflow, and not to apply the resizing/sharpening to the actual working image. So from a large working image it's easy to export multiple sizes for various uses, apply sharpening as needed, and export some particular format.
The current workflow would require those operations to be applied to the image first, then invoking the export dialog. This might be dangerous if the user then saves the workspace without undoing those resize/sharpen operations (d'oh!).
