Windows should open on the same monitor that were open/closed before by default

The "Windows should open on the same monitor that were open before" option in Preferences should be enabled by default. Otherwise people with dual-screen setups get confused why GIMP doesn't do what it should be doing.

Then, GIMP should pay attention if the user make a move to another monitor too. So, the option will remember the monitor that GIMP was closed before, respecting the user decision smartly.
