Allow running of scripts without installing them

Description
THE PROBLEM: Script-fu scripts have to be installed into the global or user script directories before they can be used by GIMP. This approach is advantageous for many scripts. However, special-purpose scripts that are designed for a limited collection of projects are not appropriate for inclusion in a common script repository. Furthermore, requiring that the .scm files reside in a common location reduces the portability of projects that rely on special-purpose scripts to streamline editing tasks.
THE REQUEST: I would like to be able to open and execute a script just like I open an image. Opening a script from the toolbox would execute the script in the context of a global script, while opening a script from the File menu of a specific image would execute the script in the context of an image script. This would allow me to store special-purpose .scm files in the same location as the .xcf project or projects that they were designed for.
