With the x64 order, the problem is in laying libheif-1.dll: the x32 version calls the function x265_encoder_open_160 from libx265.dll, and you need x265_encoder_open_165. Try to use x32 with BIMP, for example (I don’t remember what else from binary plugins can open files).
I just check import's table for 32 and 64 build and see screenshot:
I can't reproduction this crash, but use x64 OS (?).
