Text tool selects upper layer instead of current layer by default
Supposing you have 3 layers in your XCF file:
[upper text layer] [lower text layer] [background image layer]
...where both text layers are identical and one is on top the other -- e.g. I want to change the lower one's text color and blur it to make the upper text layer more visible against the backdrop.
- Select Text tool.
- Select [lower text layer] in the Layers dock.
- Click on the text object on the canvas.
- GIMP reselects [upper text layer].
Expected behavior: stay on [lower text layer].
