Active window focus not consistent

Operating System: Windows 7 Professional

Description of the bug
This is an issue for those who use shortcuts often.
When opening an "operation window" (sorry I don't know the technical names in English) e.g. Levels, Sharpen, Blur etc.
if I close it with "OK" or "Enter", the GIMP window becomes active (this means I can type the next shortcut)
if I close it with "Cancel" or "Esc", the GIMP window remains inactive. This means it will not recognize any shortcut until I click on the window - and I cannot click anywhere, because this would re-open the command I just canceled! I have to click on the top bar.
Reproduction
Is the bug reproducible? Always.
Reproduction steps:
- Open a command with a shortcut (e.g. I have "L" for "Levels")
- Close it with "OK" or "Enter"
- Open another command with a shortcut (e.g. I have "K" for "Sharpen")
- Close it with "Cancel" or "Esc"
- Open another command with a shortcut
Expected result: The latest command window should open as in point 3.
Actual result: Nothing happens because this time the GIMP window is not active.
