GIMP sometimes rotate the thumbnail when saving JPEGs

Description of the bug
When exporting a JPEG with a thumbnail, the thumbnail is rotated.
Reproduction
Is the bug reproducible? Randomly
Reproduction steps:
- Download the attached file, which is an arrow pointing to the right;
- Observe (e.g., with exif) that the file does not contain EXIF data;
- Open with GIMP;
- Do not modify the image, just choose File/Overwrite;
- Notice that the file now contains an EXIF data and a thumbnail.
Expected result:
The thumbnail should show correctly on Thunar and on the Xfce Wallpaper picker.
Actual result:
The thumbnail appears as an arrow pointing down.
Additional information
The issue is apparently random. If the issue is not observed when trying to reproduce, please restart from step 1. I could reproduce the bug with a few attempts (several trials; worst case required 5 attempts) but in none of them was I able to reproduce the bug by exporting the same image several times without downloading a fresh copy.
I am also attaching an image that shows the thumbnail supposedly rotated from Thunar, as well as the full terminal output of gimp --stack-trace-mode=query --verbose 8N3ss.jpg
. Nothing is shown on my terminal when I actually export the image. Everything in this log appears when GIMP loads.
