Export Options dialog position not saved/remembered

When running GIMP on a multi-screen setup and having GIMP on monitor 1, all dialogs appear on monitor 1, but the Export Options dialog (e.g. after exporting a file to JPEG or PNG) appears on monitor 0. This behavior was introduced with 2.10, previous 2.8 didn’t have this issue (from looking at the sessonrc, 2.8 stored absolute coordinates, while 2.10 stores coordinates relative to monitor, and also stores which monitor. No dialog template for the Export options can be found where I would put the "monitor 1".

Is the bug reproducible? Always
Reproduction steps:
- Open GIMP in a multiscreen setup and place it on Monitor 1 (any other than Monitor 0 will suffice)
- Open a file/create a new image and export that to JPEG
- The "Export file as..." dialog will appear on the same monitor as the GIMP

Expected result: The "Export Options" dialog should appear on the same monitor
Actual result: The "Export Options" dialog appears always on monitor 0

Happens with Single-Window and classic multi window layout.
