Detached transform's shell dialog isn't remembered and steals focus

Description of the bug
In 2.10 the Rotate and Perspective (and maybe others) pop-up dialogs now default to overlay dialogs attached to the canvas in the upper-right corner. I find this very annoying and like to keep all dialogs out of the main image pane. It is possible to click on the button and "detach" these dialogs, at which point they reposition to the desired location. However, there are two problems:
1: This operation is not remembered. Even if "Save Window positions Now" is selected, the attached dialog will appear in their original position next time. Please provide some way to make the detached dialogs be the user-selected default.
2: With the attached dialogs active it is still possible to zoom and pan (space-bar/mouse drag) the image. However, this capability is lost when the detached dialogs are active. This was not the case in 2.8 with the normal detached dialogs. Please make these operations work with the detached dialogs.
From the release notes, it sounds like more attached dialogs are on the way. If that's the case, could there be a general interface parameter that gives the user a global choice in the matter?
