Opacity Procedure not working?
GIMP version: 2.10.4
Operating System: Windows 10
Package: Installer from gimp.org
Description of the bug
It seems to me that the opacity procedure ( gimp-context-set-opacity) in Gimp is not working. I can manually set opacity in the program, but not using the procedure - whatever value I set it to, the opacity stays at 100%

Reproduction steps:
- Install Batch Image Manipulation plugin
- Menu, File, Batch manipulation
- Set the input and output file/folders and invoke opacity procedure using the built-in procedure browser

Expected result: The opacity of my single layer rgb png image should be set to, say 65%
Actual result: The opacity of my single layer rgb png image stays at 100%

I am invoking the procedure via Batch Image Manipulation Plugin 1.18. http://www.alessandrofrancesconi.it/projects/bimp
The batch processing of this plugin seems to work OK when I call other procedures, but not when I try to set opacity. I have Googled the problem and seen someone else having the same problem. https://github.com/alessandrofrancesconi/gimp-plugin-bimp/issues/123
It is possible that I am doing something wrong. If I knew how to call/invoke a Gimp Procedure without using the Batch plugin I would do so - to me that seems the first place to start for trouble-shooting to see if it is a Gimp problem or something with the plugin. I have checked the plugin is working by invoking outer Gimp procedures which work fine.
I attach 2 files - the source file, and another one (test) which is how I would like the processed file to look (ie opacity reduced) - this test file I did manually using menus in Gimp.
