Non-ASCII decimal points do not display properly

Description of the bug
When using the Windows region localisation options to define a new decimal point to a character outside of the ASCII range however within the extended ASCII range, GIMP does not properly display the character when used as a decimal point
however, it still is able to store the character in devicerc as a standard full stop decimal point, indicating it recognises it as a decimal point. GIMP displays this character as a notdef crossed rectangle.
This is of interest to me, because I use the traditional decimal point of the 'raised full stop', rather than a normal full stop 'on the line'. An example of this is in the number 2·5. This is the custom of Australia, where multiplication is formally shown with a full stop 'on the line', as in 2.5 = 10. I accept this is likely not a very important issue, but if it would be fixable, it would be greatly appreciated, as it seems most other programs are able to handle such characters.
Reproduction
This bug is always reproducible, at least on my system.
Reproduction steps:
- Open Windows Region settings.
- On the format page, click Additional Settings
- Change decimal point symbol to a character outside of the ASCII table.
- Load GIMP.
Expected result: That GIMP would display the character correctly.
Actual result: GIMP displays the notdef character.
