CRITICAL no emission of signal "tool-changed" to stop for instance

- Create an RGB image and make a (e.g. square) selection
- Select the Scale Tool and scale the selection
- In the terminal notice the appearance of a critical:

This is caused by the call g_signal_stop_emission_by_name (user_context, "tool-changed");
in app/tools/toolmanager.c
on line 726.
Moving this call inside the if
on line 728 stops the critical. However, I'm not sure if that is always correct.
