GIMP 2.99.19 - Sometimes layer effects don't update when their respected layer group is resized. (only update when re-edited)

Description of the bug
*While making this bug report I discovered something new
When using the unified transform tool on a layer group that contains layer effects within it, the layer effects are suppose to update in respect to their filter. For example cubism tiles will be larger on a larger image and smaller on a smaller image. Color and lighting filters and things like drop shadow are NOT effected by this because they do not have anything related to the original image size.
Reproduction
Is the bug reproducible? Randomly, because I have not gotten around to figuring out how to trigger it.
Reproduction steps:
- Put a transparent background defined image in a layer group
- Put a text layer in the same layer group
- Apply GEGL cubism on the text NOT THE LAYER GROUP!
- Resize the layer group to make it smaller.
- The filter may not update GEGL cubism's size until re-edited.
- Once re-edited cubism will shrink in size because it will adjust to the text being smaller. …
Expected result: GEGL cubism automatically updates to the new size
Actual result: It doesn't update to the new size until re-edited.
Additional information
Plugins of mine like custom bevel make visualization of this problem easier as cubism may be harder to notice the effect size change to a laymen
Also sometimes Unified Transform becomes a layer effect. Isn't it suppose to be disabled from doing that, this bug is not fully understood.
