Description of the bug
The issue related to the preset instances is how the new preset archives (.gtp) are saved. Shortly but not much ;), we have as follows:
- Is not possible to create a preset with the descriptions used on the list (a). When you create a new preset it is saved as an archive .gtp and appears immediately in the gimp folder of your home. In this status, the name of the archive is generic, e.g., if you create a paintbrush preset we have an archive named 'paintbrush.gtp'.
- if you change something on preset and save it through the main menu or button instances, the archive is not saved immediately but after only the gimp's session is closed.
Note (a): Apparently, to avoid the problems with characters not permitted on the archive names. But, I think that we have some problems that is not possible to create the description of the preset first create it.

Negative effects of current behaviour
In point 1), the approach creates a sequence of presets without a precise description... the unique way to solve it is by opening all and renaming, one by one, the preset's archive. If you are creating a set of presets or are making improvements this behaviour creates a spread of presets where the description name (list) and archives on the folder are completely disconnected, a boring work to control.
In point 2), I am not sure if this is purposely or is an undesirable behaviour. But, if have a crash of the system or Gimp the current status of your work around the presets is lost.
Perhaps, if we can duplicate the presets the effects of point 1) could be solved partially.
