filling selections on mask has corner offset problems

Description of the bug
I am selecting the background on a mask and filling it with black!
This is a screenshot of what I see:
This is the xcf after it has been filled. Note the bottom and right of the image where fill did not continue in the selection.
Reproduction
Is the bug reproducible? Always. I can provide online examples from before I noticed.
Reproduction steps:
- Using a masked layer, select an area (I used color select almost exclusively) that should include the lower and right borders and some area into the image
- Once a selection is made, Edit ->Fill it with black. View this with a white background.

Expected result: Expect Edit ->Fill to fill the selection.
Actual result: Edit ->Fill fills a different selection.
Additional information
I suspect that there is some confusion either in the Menu option (Edit ->Fill) or the selection parameters about the mask information between the image area and the actual layer. I don't crop my layer and have edges still beyond the image area. So whatever is confused knows how big the image area is but is using 0,0 from the layer and not the image area.
