Reproduction
In a script (where testLayer is defined as the ID of a layer) (From in-progress test scripts in plug-ins/script-fu/test/tests/PDB/paint.scm)

Expected result: not crash, PDB call return success

Additional
Probably a simple typo or omission in GIMP proper.
Low importance, only might affect rare plugins.
