2.99 regression: No “Not enough layers” error message shown for "Align Visible Layers..." on single layer image

Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Open an image file with no additional layers (e.g. PNG)
- Select "Image > Align Visible Layers..."
Expected result:
In 2.10, the error console shows an error message from https://gitlab.gnome.org/GNOME/gimp/-/blob/master/plug-ins/common/align-layers.c#L287
Actual result:
In 2.99, no error message is shown. There is only some output in the terminal window.
Other comments:
If behavior in 2.99 is expected then https://testing.docs.gimp.org/2.99/en/plug-in-align-layers.html#idm28245 needs to be corrected in gimp-help.
