BMP Export in 2.99.16 has broken Palette

Description of the bug
When exporting a 24 Bit BMP, the image is no longer exported properly to work with many different bmp reading code including the Gnome desktop image reader.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Open the XCF file. gc-menu3.xcf
- File Menu "Export As", type name.bmp [Ignore warning about not being able to export alpha, not an issue]
- In version 2.10 -- Make sure to click the "Do Not Write Color Space Information" under Compatibility options.
- In Version 2.99 -- You can see the broken results below with and without Writing Color Space Information.

Version 2.10 exports this (Which is EXACTLY what I want):
Actual result:

Additional information
Using the standard Gnome ImageViewer v42 the images looks exactly how the browser above is displaying it, both v2.99 images are very poorly exported. Most BMP programs seem to have an issue with the 2.99 image palettes.
