Unable to draw pixel art (Snap to grid doesn't work, 1 pixel brush draws more than 1 pixel)

Description of the bug
With GIMP 2.10 i use the following procedure.
- Create an 60x40 canvas
- Brush: 1. Pixel
- Size 1.00
- Dynamics: No dynamics
- Image --> Configure Grid --> 1.00x1.00 pixel
- View --> Enable grid
- View --> snap to grid
This works perfectly and i can draw pixel for pixel. I tried the exact same approach in 2.99.16 by doing the following
- Create an 60x40 canvas
- Brush: 1. Pixel
- Size: 1.00
- Dynamics enabled --> unchecked
- Image --> Configure Grid --> 1.00x1.00 pixel
- View --> Enable grid
- View --> snap to grid
The pen is not snapped to the grid. I can go in between the lines and it is actually very hard to land on the actual pixel. It feels like it magneitcally pulls the pen away from the pixel i want to draw.
Also when i draw in the pixel, the surrounding pixels also get drawn in with an much lighter color. Sometimes the pixel i want to draw also only gets drawn with a lighter color and i have to re-draw it a few times.
I tried playing around with hardness and pressure and made sure that the brush settings are 100% identical to 2.10.x, but no success.
I am using a WACOM Board to draw, if that is from interest.
