System wide setting of icon-theme in /etc/gimp/2.0/ gimprc does not change actual look of GIMP GUI

Description of the bug
System wide file /etc/gimp/2.0/gimprc
had got edited to (icon-theme "Color")
but GIMP started with b&w (looked Symbolic) icons; when changed in GUI Preferences back and forth next time GIMP started with color icons, however in ~/.config/gimp/2.0/gimprc
there was no entry for Color icons added (was added when such change was made when there was no entry in system wide gimprc
).
Editing same way to (icon-size huge)
produced expected result.

- Run code to edit system wide config:

Expected result:
Icons are huge and color
Actual result:
Icons are huge but symbolic even as in Preferences Icon Theme is correctly selected as Color
