When snap to active path is enabled, it is also applied to path picking

Description of the bug
When snap to active path is enabled, it is also applied to path picking. This can stop the user from selecting another path until they disable snap to active path. Which is annoying when you want to use snap to active path for the next action.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Start GIMP, make a 512x512 image
- Set snapping distance to 256
- create a paths, duplicate it and move it a little away from the first
- Make sure snap to active path is not enabled
- select the path tool and you should be able to select the other path.
- Enable snap to active path, select the paintbrush tool, then the path tool
- The path picking can't select the other path because the picking is being snapped to the active path.
Expected result: Path picking should be excluded from snapping to active path
Actual result: Picking is affected by snapping to active path
