Could Default "Save/Export" folder be configurable in Preferences?

Description
According to http://gui.gimp.org/index.php/Save_%2B_export_specification the default save folder/export folder is hard-coded as the "Documents" folder.
for Save, ‘Save as’, in the save dialog, the default path shall be, in order of precedence (highest at the top):
(1) path last filled in in a save dialog when this document was saved as GIMP file; (2) path of the opened file that started this session with this document; (3) path last filled in in a save dialog when any document was saved as GIMP file; (4) user’s ‘documents’ folder of the desktop environment.
In the export dialog, the default path shall be, in order of precedence (highest at the top):
(1) path last filled in in an export dialog when this document was exported; (2) path of the opened file that started this session with this document; (3) path last filled in in a save dialog when this document was saved as GIMP file; (4) path last filled in in an export dialog when any document was exported; (5) user’s ‘documents’ folder of the desktop environment.
When I'm at home, I'd tend to prefer the "Pictures" folder, but when I'm at work, I'd tend to prefer to start at my "websites" folder.
Since all but the last item resets every time you open Gimp, it might be nice if the "documents" default could be manipulated in the "folders" preference, like how the temporary folder and the swap folder each have wise defaults, but can be changed if you want to.
I'm thinking something (hopefully) non-disruptive, along the lines of:
(*) The "save location" preference (defaulting to the user’s ‘documents’ folder of the desktop environment).
Or perhaps even something not requiring a UI addition at all:
(*) The location defined in the environment variable GIMP_IS_AWESOME (*+1) user’s ‘documents’ folder of the desktop environment.
