Have GIMP open dialog default to previous directory used

Description
After I open and work on an image in GIMP, when I next do an Open, Gimp remembers both the image file and directory in which it resides, and shows that in the dialog.
However, when GIMP starts up, while it shows recent files, if I do not want to re-edit one of the displayed files, I have to click on Photos (left pane), click in the list window, press "End" (where I want to go is way down the list), cursor up to the right directory, press "Enter", then press "End" again, cursor up until the right directory is displayed, press "Enter" again, ... etc. until the right file is in view...
I COULD, I suppose, just load the most recent file (displayed), and then immediately close it, and then choose "Open..." again, but this seems silly - load a file I don't want to load just to be able to immediately see the file I WANT to load...?
I see in 2.8.18 and 2.9.3 that Preferences -> Environment -> Document history has a check box for "Keep record of used files in the Recent Documents List". If it is considered undesirable to default to the most recent path, one could here add a check box for "Keep record of file path", so that the user can set this feature if so desired. I imagine that the two check boxes would be mutually exclusive. Or, the most recent path could be displayed first in the list of "Recent Documents" as a directory - thereby only one double-click or "Enter" keypress would suffice, instead of the rigmarole I described initially.
